Historic and unprecedented”: Salceda files bill creating PH’s Center for Disease Control and Prevention

To set the foundations of the country’s health emergency response and prevention system, UN Global Champion for DRR and Albay 2nd District Rep. Joey Sarte Salceda filed the country’s first ever comprehensive health emergency mechanisms and policy framework, as House Bill No. 6096.

Apart from institutional and policy reforms necessary to expand the country’s health emergency response mechanisms, the bill also creates a Center for Disease Control and Prevention, which will prepare the country’s mitigation of and response to communicable diseases.

Albay 2nd District Rep. Joey Sarte Salceda

“My bill essentially lifts our communicable disease control and prevention units out of the depths of the DOH bureaucracy and into the more visible levels of decision-making and policymaking,” Salceda said. “Inahon ko yung communicable disease control kasi sa ngayon, nakabaon sa ilalim ng maraming agency, kaya hindi makagalaw ng maayos.”

“The hazards kasi will always be there – but they are rising and are more complex. We have always had to contend with microscopic enemies. But the risks have geometrically multiplied by our exposure: tropical climate, leading tourist destination (with 8.4 million in 2019), leading source of overseas labor (12 million OFWs in 2019), growing status as work destination for foreign workers (including 280,000 POGO workers).” Salceda explained.

“In a globalized world, borders are becoming more and more porous. But our mechanisms are still calibrated as if borders are only relevant as far as preventing trafficking of humans and goods are concerned. Hindi na sapat yan. Legal entry can no longer be automatically taken as safe for public health,” Salceda said.

Salceda’s bill creates the Center for Disease Control and Prevention, as a separate agency under the supervision of the DOH and will be led by Executive Director with Undersecretary rank, but with broader policymaking, implementation, surveillance, disease control and prevention powers over communicable or infectious diseases. Such diseases are rapid-onset in nature, meaning the risks compound exponentially over time without early and decisive intervention.

The CDC would ensure that intervention is made at the earliest opportunity, having been lifted out of the depths of the bureaucracy.

The bill also creates a National Health Emergency Response Unit (NHERU) under the DEMB, which shall act as the frontline force in ground and surveillance operations of the CDC. This shall be a well-trained unit of first-responders.

“Kung naalala niyo yung mga naka-white protective gear during the Ebola crisis, that will be the function of NHERU. Parang special forces natin for disease control and prevention,” Salceda said.

Apart from these, the bill also provides for mechanisms for the declaration of the state of a public health emergency, a coordinating council for the same, and broader quarantine powers for the CDC.

The bill also makes quarantine misdeclarations perjurious, as it requires these declarations to be made under oath.

    SUPPLEMENTAL BUDGET FOR DPBC

“Naturally, the bill is very broad in scope. But the basic idea is: the current approach, the way we organize ourselves to confront outbreaks will no longer suffice, will not make us safer, will not convince our people to trust public institutions. But first things first, Congress should pass a supplemental budget to increase the budget of DPCB to P800 million, especially since it has been reduced from P263 million in 2019 to P115 million,” he added.

Salceda’s CDC bill is part of his office’s National Resilience Agenda, which includes the creation of the Department of Disaster Resilience and the Taal Commission and TERRA Fund.
The bill also follows Salceda’s “Bill, Bill, Bill” agenda of comprehensive government reform, a commitment he made in an Aide Memoire to Speaker Alan Peter Cayetano and Majority Leader Martin Romualdez last January 26, 2020.

RATIONALE OF THE CDC ACT 2020

    1. The Philippines, with its tropical location, its large population, high rates of urbanization, a highly mobile and transborder population (with an estimated 10.4 million Filipinos overseas in 2019 and 3.4 million stock of OFW at any time), as a top tourist destination (with an estimated 8.4 million tourists in 2019), with 6,272,092 nationals going abroad in 2018 (2.3 million OFWs, 2.979 million as tourists, 980,772 for other reasons) for and increased numbers of foreign workers (with about 280,000 from Philippine Offshore Gaming Operations alone) is especially prone to the increasingly globalized risks of communicable diseases. Many such diseases, including those we have eradicated already in the past, are emerging and reemerging, threatening the health and safety of the public.

    2. Aside from porous borders, our lack of institutional capacity to implement comprehensive public health management programs, as well as the present orientation of border law enforcement towards smuggling of excisable products and the prevention of human trafficking and smuggling, but not towards public health protection, stymies the country’s ability to decisively address the risks of communicable disease.

    3. Presence of hazards, our increased exposure to such hazards, and the lack of existing mechanisms and capacity to address them emphasize the national imperative for a framework for effective intervention.

    4. Quick and decisive intervention will not come from the depths of the bureaucracy. There is a need for a high-level public institution imbued with the capacity, the competencies, the ecosystem, and the authority to confront these risks decisively and thus protect the public welfare and enable development to proceed amidst these rising risks

HIGHLIGHTS OF THE CDC PROPOSAL (HB 6096)

    1. Creation of the Center for Disease Control and Prevention, as a separate agency under the control and supervision of the DOH, but with broader policymaking, implementation, surveillance, disease control and prevention powers including direct response over communicable or infectious diseases. Such diseases are rapid-onset in nature, meaning the risks compound exponentially over time without early and decisive intervention. The CDC would ensure that interventions are made at the earliest opportunity, having been lifted out of the depths of the bureaucracy.

    2. The strategic focus of the new agency is RAPID and SUDDEN ONSET HEALTH HAZARDS AND EMERGING DISEASES, principally communicable diseases.

    3. Separation of the Disease Control and Prevention Bureau of the DOH, with the CDC absorbing communicable disease units in a newly established Communicable Disease Prevention Bureau. This would solidify the delineation between communicable and non-communicable disease prevention and control in the least organizationally-disruptive manner possible.

    4. Absorption of the Epidemiology Bureau and the Research Institute for Tropical Medicine into the CDC. This would strengthen the CDC’s disease control and prevention capacity.

    5. Creation of the Disease Emergency Management Bureau (DEMB) to calibrate the CDC’s response to health emergencies.

    6. Granting of broader quarantine powers to the Secretary of Health and the CDC

    7. Creation of the Health Emergency Coordination Council, which shall coordinate national government response to health emergencies, and which shall declare the existence of a state of health emergency;

    8. CDC thru the council may authorize the DOH and other responding agencies to a health emergencies to access the NDRRMF or authorize specific LGUs use calamity funds during a state of health emergency;

Albay 2nd District Rep. Joey Sarte Salceda

    9. Broad health emergency powers to the HECC and the CDC including a redefinition of the relationship between the CDC and the Bureau of Quarantine during health emergencies;

    A comprehensive health emergency management framework, including provisions for vaccination and treatment, isolation and quarantine, and disease surveillance;

    10. The creation of a National Health Emergency Response Unit (NHERU) under the DEMB, which shall act as the frontline force in ground and surveillance operations of the CDC; This shall be a well-trained unit of first-responders.

    11. A comprehensive framework for tracking public health emergencies;

    12. A mandate for the Secretary of Foreign Affairs and the Secretary of Health to recommend beneficial agreements on exchange of health information with international organizations and with other countries.

In my opinion, the creation of PH’s Center for Disease Control and Prevention is necessary because good health is part of a successful healthy living of person’s every daily activities. However, this bill will succeed if there’s a proper campaign, communication and education to the community that will starts from the members of the family, community in the barangay, schools and local government unit.

Thank you so much to Mr. Richard Mamuyac and Ms. Divine Reyes who organized the meet-up with Cong. Salceda and members Filipino Bloggers Network that was held last February 13, 2020 at Shakey’s Tiendesitas, Pasig City.

  • Make your partner feel protected this Valentine’s Day

Make your partner feel protected this Valentine’s Day

Valentine’s Day has always been about spending that singular day once a year with your special someone—going out on an unforgettable date, buying each other gifts, or spending intimate moments together.

While these traditional ways of celebrating will always be there, no doubt one of the best ways to express your love is to really make your partner feel safe and protected—more so by using proper protection such as condoms.

Together with preventing unwanted pregnancies with a 98% effectivity rate, condoms, when properly used during sexual intercourse, has been proven to be one of the best ways to prevent the spread of sexually transmitted infections (STIs) such as HIV or Human Immunodeficiency Virus.

Figures from the Commission on Population (POPCOM) shows how more adolescents engage in premarital sex, with 500 teenage girls giving birth every day. Similarly, HIV cases are on the rise in the country, with UNAIDS reporting that the number of new infections in the Philippines has more than doubled, something not to be taken lightly.

With all of these, having a condom at the ready simply shows your partner how much you really care this Valentine’s Day, which incidentally is also National Condom Day. It’s a reflection of how you both have your health and wellness in mind, and is as well a sign of deep respect and, ultimately, love and affection. And buying condoms need not to be an embarrassing experience anymore.

Thankfully, brands such as Durex make condoms accessible sans the awkwardness associated with purchasing them. Aside from making them available in retail outlets such as pharmacies, groceries and convenience stores, Durex condoms can now also be bought through online through sites like Lazada, with the available option of ‘privacy guaranteed packaging’ wherein condoms can be packed in ‘discreet books’ that really do look like an honest-to-goodness book on the outside.

So this Valentine’s season, express your love in the most meaningful of ways, show how much your partner means to you, and always come protected.

  • How to Enjoy Secure and Convenient Shopping This Holiday Season

How to Enjoy Secure and Convenient Shopping This Holiday Season

PayPal gives 5 practical tips for safe online shopping

Christmas is officially in the air. The parols are out, Jose Mari Chan is dominating the airwaves, and Filipinos are checking off items on their holiday shopping lists. The festive season also brings with it the stress of navigating heavy traffic and long lines at retail stores. That’s why many opt for online shopping instead.

Ecommerce continues to gain popularity in the Philippines,1 with convenience and security being the key drivers for this trend.2 And why not shop online? The bargains are there, the selection is vast, and payment is convenient.

With online shopping expected to increase in the weeks leading up to December, opportunistic cyber criminals will be looking to prey on vulnerable online shoppers. According to cybersecurity firm Kaspersky, the Philippines was the fifth-most targeted country after Algeria, Nepal, Albania and Djibouti. This was attributed to the general carelessness and lack of online security awareness among Filipino Internet users, leading to a large number of drive-by download attacks.3

But being aware of these threats can ensure that your time spent after Boxing Dayis with loved ones and not customer service representatives. PayPal, one of the world’s leading commerce enablers, offers practical tips on staying safe while shopping online this season.

    1. Only shop on secure websites.Start at a trusted site. Search results can sometimes lead you astray, and sales on other sites might look enticing, but make a few checks before giving up your info to any website.

Look out for the padlock icon on sites and ensure that they start with “https” before entering your account information and password. This means that the site is secure and any financial or personal details that you provide are encrypted.

To be extra careful, a quick check to see if this website has a social media presence can uncover reviews to see if there are concerns raised by other customers.

Also, beware of misspellings or sites using a different top-level domain (.net instead of .com, for example)—those are some of the oldest tricks in the book.

    1. Use a strong password.A secure, unique password for each of your online accounts is never more important than when banking and shopping online. A strong password should be: more than 8 characters long; use upper case, lower case, a number, and a special character; not a word or date associated with you; a combination of words with unusual capitalization, numbers, or a special character; and most importantly, something you can remember.

But even a perfect password isn’t perfect. Another option is to use a password manager to create virtually uncrackable passwords for you. It’ll also keep track of them and enter them, so you don’t have to think about it.

    1. Opt for 2-factor authentication.Having 2-factor authentication can prevent loss of confidential information & can prevent data from being hacked. This security measure has been used to control access to sensitive data and systems, and online services are increasingly introducing 2-factor authentication to prevent their users’ data from being hacked. It also prevents fraudulent transactions when someone tries to transact using your data.
    1. Use Trusted Online Payment Systems.Link your credit card to your PayPal account to not just shop securely, but to also enjoy rewards such as cashbacks and rebates as well. Aside from being able to link multiple credit cards to your account, using PayPal to complete your online purchases keeps your financial details more secure while still enabling you to enjoy the rewards associated with each card (contact your card issuer for details).

PayPal’s Buyer Protection policy also covers eligible purchases, should anything go wrong with your purchase.

    1. Beware of Phishing Emails.During key shopping periods like the Christmas season, you are likely to be swamped with festive e-mailers from your favorite online stores telling you about their fabulous promotions. While it may be tempting to click through, keep a lookout for tell-tale signs that it could be a phishing email.

PayPal’s world-class cyber defence centre provides coverage 24/7, 365 days a year. Through coordinated efforts, the company has successfully shut down 500,000 fraudulant websites annually. Lookout for potential red flags, such as poor grammar or spelling, and URLs and domains that don’t match the sender before clicking through the links.

  • Make Cooking Fun With Modern Technology

Make Cooking Fun With Modern Technology

Whether you’re a busy career-focused millennial or a parent juggling work and family, it can be tough to find time to cook. Luckily, modern technology offers many useful tools that make preparing a gourmet meal at home easier and more efficient than ever. Your phone is your gateway to becoming a skilled amateur chef, as you can use it for everything from looking up recipes to keeping track of the time when you have a dish in the oven or a pot on the stove. Follow the tips below and discover ways you can use technology to make meal prep more fun and convenient.

    Find inspiration for recipes online

One of the most fun parts of cooking for yourself is the diversity of dishes you can prepare. You’re no longer limited to the prepared meals you find at the supermarket. You can experiment with cuisines from around the world, creating an Indian curry one week and an Irish beef stew the next. Use your phone or tablet to search recipes online. There are many resources available. Food Network apps offers thousands of options to choose from, for example, while the award-winning Green Kitchen app is geared specifically toward vegetarian meals. When you pull up recipes on your hand-held device, you can easily consult them as you cook.

    Get ideas from local restaurants

You can also find inspiration right outside your front door. If you have a local restaurant you love to frequent, scan their menu for ideas. Some of the food and drink recipes may have a unique local flavor that you want to emulate. You can even source your ingredients locally by finding a farmers market in your area. Simply drop an email to the restaurant to ask if they would be willing to share their recipe. If it’s top secret, you can turn the task of trying to replicate it into a game.

Create a digital shopping list for advanced planning

There’s nothing fun about getting halfway through a recipe only to discover that you’re missing an essential ingredient. Trust technology to help you plan in advance. The MealBoard app lets you combine recipe management, grocery and pantry management, and meal planning in a single place. Download it to your phone, and you will be able to refer to it when you’re out at the grocery store. You can even add your own recipes to the app.

Turn to technology to make your cooking healthier

Substitutions are a great way to make your cooking healthier. The American Heart Association recommends certain swaps to decrease the amount of sugar, sodium, and fat in your favorite dishes. For example, instead of whole milk, you can use low-fat milk, while instead of butter, you can use soft margarine or liquid vegetable oil. To simplify the process of substituting ingredients, use the Substitutions app. It provides a comprehensive list of what you can substitute for commonly used ingredients.

Beware of going over your data usage

When you start relying on technology to make cooking more fun, you will likely be using your phone more frequently. But surfing for new recipes that excite you can quickly eat up your data usage, especially if you’re away from home. This will result in added charges if you aren’t careful. Make sure you don’t exceed your limit by reviewing wireless phone plans and finding the right one for your needs. For example, if Verizon is your provider, the “Play More Unlimited” plan is ideal for streaming music and videos, while the “Do More Unlimited” plan is best for productivity.

When you take advantage of the above tech tips, cooking will quickly become enjoyable. You will also reap the health benefits that come with preparing your own meals, such as being able to proactively manage your own portions. With your trusty mobile device, you will make cooking more fun—and more nutritious.

  • RCBC, Liga ng mga Barangay work towards financial inclusion

RCBC, Liga ng mga Barangay work towards financial inclusion

Rizal Commercial Banking Corporation (RCBC) has taken the first steps to bringing its digital financial inclusion initiative to grassroots communities as it gets the support and commitment of Liga ng mga Barangay sa Pilipinas (LNB).

The LNB led by National President Eden Pineda, presented its national executive board resolution stating that the organization is adopting DiskarTech: Kasosyo sa Asenso as a growth enabler and capacity-building measure for microenterprises in every barangay and its constituents. DiskarTech is a financial inclusion accelerator platform by RCBC that aims to stimulate economic activity to help uplift the unbanked and underserved Filipinos.

The strategic collaboration will focus on accelerating financial literacy, promoting inclusive digital economy, and empowering local communities. This supports the government digitalization efforts aligned with President Duterte’s 10-point economic agenda on investing on human capital development, and promoting technology and innovation for self-sustaining and inclusive development towards poverty alleviation.

LNB is the official organization of over 42,000 barangays throughout the country. It is committed to providing avenues and assistance to promote welfare and ensure success of the national government’s National Strategy for Financial Inclusion and National Retail Payments System.

“This financial inclusion accelerator will be pervasive throughout the country as it would address the huge gaps in financial services while reducing the number of unbanked and underserved communities,” said RCBC Executive Vice President and Chief Innovation and Inclusion Officer Lito Villanueva.

By adopting DiskarTech, LNB will be taking an active role in leading workshops and programs on financial education and literacy with the assistance of the DiskarTech National Coordinating Team. They will also be engaging its member municipalities to appoint their own DiskarTech Community Leader (DCL) who will facilitate participation of residents and entrepreneurs in the program.

“DiskarTech will pave the way for the real transformation of our communities nationwide as it would provide opportunities to our constituents, giving them the chance to be part of the formal financial system through technology,” said Liga ng mga Barangay National President Eden Pineda.

In an effort to encourage economic activity, partner sari-sari stores or microenterprises will also be identified as Barangay Digital Community Centers (BDCCs) to serve as the go-to hub of every resident for their financial needs – whether it’s paying bills, depositing savings to their accounts, buying  micro insurance or sending money to their loved ones.

With this, RCBC hopes to turbocharge the growth of digital financial transactions in the country from the current one percent to a minimum of twenty percent by next year. Through DiskarTech, this initiaitve hopes to bring to realization the vision of Bangko Sentral ng Pilipinas of creating a cash-lite and digital economy for greater efficiency, security, interoperability, and affordability.

Joining LNB and 20 other existing partners, a number of private organizations have also signed up recently to join the DiskarTech financial inclusion ecosystem to benefit their respective constituents. These partners include Ka-Entrep Micro and Small Entrepreneurs Organization of the Philippines, Bangko Pangasinan, and Rizal Microbank, among others.

Rural bank Bangko Pangasinan and thrift bank Rizal Microbank also share how DiskarTech would empower the agriculture sector with access to basic financial needs and microfinance loans.

“DiskarTech is an open platform and the way it works is that banks like us can communicate with other banks. Similar to an open banking system, there will be no barriers and it will become interoperable to make it easier to reach and assist the underserved market,” said Gregory De Guzman, Bangko Pangasinan president and COO.

DISKARTECH AS A NATIONAL FINANCIAL INCLUSION ACCELERATOR PROGRAM. The Liga ng mga Barangay, led by its National President Eden Pineda, recently presented its National Executive Board Resolution to RCBC Chairperson Helen Yuchengco Dee. Also in photo are (from left) RCBC Executive Vice President and Chief Innovation and Inclusion Officer Lito Villanueva and RCBC President and CEO Eugene S. Acevedo, Chairman James Marty Lim, and Executive Director Jel R. Jiongco. This will cover all 42,000 barangays nationwide.

Joseph Lumain, Strategic Partnerships and Special Initiatives head at Rizal Microbank, agrees that DiskarTech will be an effective way to reach numerous individuals at the same time. “Basically, what DiskarTech is offering are the basic services of a bank through digital means. And in an era where almost everyone is tech-savvy, DiskarTech can be the perfect solution to present financial services in an understandable way, and eventually helping answer the issue of financial inclusion.”

  • REX Digital Learning Solutions: A Holistic Approach in the Age of Data and Personalization

REX Digital Learning Solutions: A Holistic Approach in the Age of Data and Personalization

We live in a data-driven world. What does that mean? Not only do we go through life with so much information readily and instantly available for us, how we see the world around us also evolves because of this immersion.

The previous era was all about computing, the power of the machine and what it does to shape and accelerate our work, our thriving economies. Now, we are heading to a new era: the age of data and personalization.

Just like the era of mass computing, the age of data transforms information into more than just a set of codes, bits and bytes of readily exchangeable and transferable abstractions. Today, data and the concurrent analytic insights that it produces drives growth in almost everything. From businesses to the global economy, to grassroots organizations and policy-making, or sometimes even the smallest decisions: which way to commute, which restaurant to eat at, what clothes to buy.

Our lives are so intertwined with the digital world that it’s hard to imagine life without it. A data-driven world moves information and removes barriers to access, points of friction between industries, physical limitations. It inspires creativity and imagination, and propels humanity to make the world a better place to live in.

In the face of these changes, how do we ensure that young learners today are not left out in the vast oceans of information? As we shift to the age of data, it is important to understand that a holistic approach toward digital learning is key to securing our children’s future.

This is where the Whole Child Approach comes in. In a rapidly changing world, we are challenged to change the conversation and shift how we think and do things. Holistic education, through the vision of the Whole Child initiative, introduces new ways of engaging the age of data and personalization. The WCA does this by creating, supporting, and sustaining digital learning environments and materials that supplement and enhance a young learner’s journey in school and beyond.

Such a process involves not just tech gadgets, digital learning modules, and learning platforms: it goes well beyond that. It involves understanding the young learner as the center of the whole process, understanding that they all have unique ways of learning, ensuring that their personal and psycho-social growth are understood and adequately addressed. It involves raising the Whole Child with a learning community that cares for them, nurtures them, and helps them grow as responsible individuals with a commitment to helping build the nation forward.

As we move forward in the 21st Century and adjust to the radical changes brought about by the 4th Industrial Revolution, it is important to remember what sits at the core of a world undergoing digital transformation: the human person. With the Whole Child Approach, academic institutions and learning communities can help young learners become safe, healthy, supported, challenged, and engaged.

Through all these innovations and disruptions made possible by the advancement of technology, REX believes that our young learners today deserve only the best, a classroom for the future that is designed to help both educators and learners communicate, collaborate, think critically and creatively, and shape the future of education today.
